Why piling on interventions can’t fix what core instruction is missing
If your MTSS team is drowning, your problem isn’t your MTSS. It’s that 60–80% of students should be succeeding in Tier 1 and in too many schools, they aren’t. So everyone gets funneled into Tier 2. Then Tier 3. Then to special education referrals. And the system you built to support a handful of students is suddenly holding up the entire school. That’s not a multi-tier system. That’s triage.
The Diagnostic Question Nobody Asks
When 40% of your students are below grade level in reading, the question isn’t ‘How do we expand intervention?’ The question is ‘What is happening or not happening in core instruction that’s producing this many strugglers?’
Healthy MTSS exists because Tier 1 is strong. When Tier 1 weakens, the whole pyramid collapses inward.
Signs Your Tier 1 Is the Real Problem
- More than 20% of your students require Tier 2 or Tier 3 support in reading.
- The same students cycle in and out of intervention every year without ever exiting.
- Intervention groups exceed teacher capacity, schedules, staffing, and rooms all stretched thin.
- Tier 2 and Tier 3 use materials and methods unrelated to what students experience in Tier 1.
- Special education referrals are climbing.
Every one of these is a Tier 1 fingerprint, not an MTSS failure.
What to Fix First
1. Audit your core curriculum and instruction.
Is it aligned to the Science of Reading? Is it being taught with fidelity? Are all five components, phonemic awareness, phonics, fluency, vocabulary, comprehension, explicitly addressed?
2. Protect the literacy block.
Uninterrupted. 90 minutes minimum in K–3. No pull-outs, no announcements, no exceptions.
3. Train every teacher in core instruction.
Not just the interventionists. The classroom teacher is the most powerful intervention in the building.
4. Align Tier 2 and Tier 3 to Tier 1.
Same scope and sequence. Same language. Same instructional routines just more intensity, smaller groups, more practice.
| Rule of thumb: If you can’t strengthen Tier 1 enough that 80% of students succeed there, no intervention model in the world will rescue you. |
MTSS is a support system, not a substitute system. Stop trying to intervention your way out of a core instruction problem. Fix the foundation first, and your MTSS will start doing what it was designed to do, serve the few, not the many.
