Case Study · NYC Community School District 32 · Bushwick, Brooklyn

Eleven of eleven.

Every school we served in the district improved. Not most. Not the ones with the easiest starting points. All eleven partner schools, across three consecutive school years. This is what an anchor literacy partnership looks like from the inside.

Why This Number Matters

Averages hide schools. This wall has nowhere to hide.

A district average can rise while individual schools sink. Eleven of eleven cannot. Watch each school light up: the building with the veteran staff and the building with twelve new teachers, the school that started strong and the school that started far behind. When every partner school improves, the results belong to the system, not to luck.

The Context

An anchor commitment in Bushwick, Brooklyn.

Community School District 32 serves the Bushwick neighborhood of Brooklyn inside the nation’s largest school system, under the citywide NYC Reads initiative and its mandate for evidence-based early literacy instruction.

The partnership took the deepest form we offer: an anchor engagement, with consultants embedded in each of 11 partner schools for 14 to 26 days each year. Not a workshop series. Not a pilot in two friendly buildings. Eleven schools, every year, with the same accountability to benchmark data that the district itself carries.

That choice created the condition this case study documents: when implementation support reaches every classroom, improvement stops being a lottery.

The Anchor Model

What 14 to 26 days per school actually buys.

An anchor partnership is not more workshop days. It is a different kind of presence, deep enough to change daily practice and long enough to transfer ownership. Select each phase to walk the arc, and watch how deep the work goes.

Diagnose and embed

Benchmark data, classroom evidence, leadership interviews, and a systems audit shape each school’s plan. Coaching cycles begin inside classrooms: modeling, co-teaching, and debriefing inside the adopted curriculum.

What Remains

The real result is what runs without us.

Three consecutive years of improvement is not a streak of good luck. It is the signature of routines that hold. Try it yourself: take the consultants out of the building.

Consultants in the building On

Leader-run instructional systems

Walkthrough protocols with literacy look-fors, and data meetings that principals lead themselves, ending in decisions rather than in scheduling the next meeting.

Teacher capacity inside the curriculum

Educators who have moved through full coaching cycles, from learning a practice to mastering it independently, inside the programs the district already owns.

Intervention that follows written rules

Placement decision rules, program-to-gap matching, and monitoring routines that keep working for students long after the engagement ends.

Every routine above is running. Now flip the switch.
